計画的な廃棄
『経営者の条件』第5章「最も重要なことに集中せよ」の第二節は「過去を計画的に廃棄する」という題名です。
原書では"Sloughing off yesterday"です。
”slough"とは、脱皮する、脱落させる、(不要なものを)棄て去る、(脱ぎ)捨てる、脱却する などの意味があります。(リーダーズ英和辞典)
直訳すれば、昨日から脱皮する・・・・・ということです。「過去を計画的に廃棄する」とはイメージが変わりますね。
集中のための第一の原則は、生産的でなくなった過去のものを捨てることである。そのためには自らの仕事と部下の仕事を定期的に見直し、「まだ行っていなかったとして、いまこれに手をつけるか」を問うことである。答えが無条件のイエスでない限り、やめるか大幅に縮小すべきである。もはや生産的でなくなった過去のもののために資源を投じてはならない。第一級の資源、特に人の強みという希少な資源を昨日の活動から引き揚げ、明日の機会に充てなければならない。

原書では次のように表現されています。
The first rule of the concentration of executive efforts is to slough off the past that has ceased to be productive.Effective executives periodically review their work programs---and those of their associates---and ask: "If we did not already do this,would we go into it now?" And unless the answer is an unconditional "Yes,"they drop the activity or curtail it sharply.At the least,they make sure that no more resources are being invested in the no-longer-productive past. And those first class resources,especially those scarce resources of human strength which are engaged in these tasks of yesterday,are immediately pulled out and put to work on the opportunities of tomorrow.

①「まだ行っていなかったとして、いまこれに手をつけるか？」と自問する。
②答えが無条件のイエスでないなら、やめるか、大幅に縮小する。
この部分です。
"If we did not already do this,would we go into it now?" And unless the answer is an unconditional "Yes,"they drop the activity or curtail it sharply.
厳しい問いかけです
これがなかなかできないのが現実ではないでしょうか。
curtail it sharplyの部分は、訳では「大幅に縮小する」となっていますが、「厳しく切り詰める」という意味合いでしょう。
この題名がなぜ、"Sloughing off yesterday"(昨日から脱皮する)なのでしょうか。
次の部分からではないでしょうか。
「第一級の資源、特に人の強みという希少な資源を昨日の活動から引き揚げ、明日の機会に充てなければならない」
"And those first class resources,especially those scarce resources of human strength which are engaged in these tasks of yesterday,are immediately pulled out and put to work on the opportunities of tomorrow"
昨日の活動に取られている大切な資源を早急に撤退させ、明日への機会へ引き上げなくてはならないからです。
計画的な廃棄をしていくことと、最終的な結果は同じことになりますが、昨日から明日へと脱皮することが求められているのです。
drop やめる(give up)、中断する、やめにする
curtail 切り詰める、短縮する、省略する、削減する pull out 撤退させる、手を引く
